ALGERIA · MINING INVESTMENT
A new framework for developing mineral projects.
Algeria combines a large mineral endowment, proximity to major markets and a mining framework renewed by Law No. 25-12 of 3 August 2025.
THE INVESTMENT CASE
Scale, location and a clearer route to partnership.
For international groups, Algeria offers a combination of geological opportunity, an established industrial base and direct Mediterranean access. Arbiotech helps counterparties translate that potential into a practical project-development pathway.
Exploration access
The 2025 mining law permits Algerian or foreign legal entities to apply for mine prospecting authorisations and exploration permits, subject to the applicable procedures.
Mining partnerships
For a mining exploitation permit sought by an Algerian company held partly or wholly by foreign investors, the national enterprise participates up to 20%, with provisions allowing a higher participation by agreement or in competitive-award cases.
Industrial value creation
The law allows the mining authority to require treatment, refining or transformation of all or part of mining production in Algeria. For local transformation, partnerships may involve Algerian persons and/or foreign legal entities; operating specifications also provide preference for competitive Algerian-produced goods and services and priority recourse to Algerian labour.
This page is a high-level introduction, not legal advice. Project structure, title eligibility, approvals and investment conditions must be assessed for each opportunity under the legislation and implementing regulations in force.
LOCAL EXECUTION
Entering a market is different from developing a project.
Arbiotech supports international counterparties with opportunity screening, local interfaces, partnership structuring and the coordination needed to move from initial interest toward an executable project.
